WebGameplay-wise, Eldritch is better IMO. Arkham’s rules are sometimes too convoluted, and sometimes arbitrary, as if the developers weren’t able to make something work and just piled on a different mechanic or rule to save it. Thematically, Arkham is darker, and makes you feel as if you were playing a character in a Lovecraft story.
